Team Membership
TEAM MEMBERSHIP

a. All teams are required to pay all affiliation fees prior to the league resuming, or as is discussed and agreed on at a meeting where the majority of teams are represented. Fees are none refundable once the games have started.
b. Players with disabilities will be recognized and allowed free registration.
c. ELPA shall be open to all persons and teams who wish to join.
d. All junior (under 18) pool players who want to affiliate to the league, will need parental/guardian consent in writing, which must be submitted together with the registration forms, before the league games start.
e. All teams permitted to register a minimum of 5 and a maximum of 10 players per season. If a team has registered the maximum of 10 players, such a team will not be allowed to de-register players in order to make space for new players for the remainder of the season.
f. ELPA shall have absolute discretion to reject or accept any new application for membership.
g. ELPA may at any time in a formal meeting remove or suspend a team or a player from the membership roll.
h. Any member or team that is removed or expelled will hand in or submit any assets belonging to ELPA he or she is in possession of.
i. Any member or team that wishes to resign will indicate such intention in writing to the Secretary and cease to be a member once such letter has been accepted by the ELPA Executive Committee, and will not be refunded any monies paid upon registration.
j. All teams are required to notify ELPA in writing of any player/s resigning and leaving their team.
k. The league will not register any player without a clearance letter from their previous team.
l. Should a player not receive his/her clearance letter due to a dispute or any other reason, that player must inform ELPA in writing within 7 days.
m. Teams should ensure that all their registered players have proper photos on the last day of registration.
n. The Match Registrar shall compile and circulate to all teams the ELPA Membership roll that includes the names of the team’s officials with addresses and contact numbers before the league resume.
o. If a player wants to change teams, such player will only be allowed to register with any other team of his/her choice at the end of the 1st half of the season. A two week time frame will be opened to allow for players wanting to change teams. After  14 days the registration period will close again and no more player changing teams will be allowed.
p. Dress Code: Semi formal. No shorts, sandals caps and vests. No underwear showing will be allowed. Females, no revealing clothing will be allowed.

 

Match Rules

MATCH RULES:

Games will be played on every other Saturday or as otherwise stated by the League, starting at 14h00. A grace period of 15 minutes can be added to this, for in case team is late.

  1. If Team Captains agreed on any other time, and one team is late for that arrangement, a frame point will be taken for every five (5) minutes that the other team is late. Meaning, if Team Captains agrees on 15:00 for example, and one team is not there by 15:00, the other team will start taking a point for every 5 minutes that the opponents are late.
  2. Both Teams must complete Score sheets with a minimum of 5 players by 14h00. Player’s cards must be checked at the same time and players scheduled to play will be held by the referee during the game.
  3. The Home Team are responsible for table costs.
  4. Changes on the scoresheets are not allowed once it has changed hands between Captains. This must be agreed on by both Captains.
  5. Matches will consist of 25 single frames. One point is awarded for each frame won.
  6. One bonus point will be awarded to the team that reaches 17 frame wins and the loosing team will be awarded 1 point when reaching 11 frame wins.
  7. At least (4) players must be present to constitute a team.
  8. The Break will be lagged for, as per Blackball Game Rules.
  9. Any team found playing a non-registered or a suspended player is liable to lose that frame to their opponents. The League will decide on what action is to be taken after all relevant matters are taken into consideration. This may result in team suspension, or points being taken away, or any other action deemed appropriate.
  10. A player may only be registered to play for one (1) team at any one time. Players may change teams during the season only during a specific time frame that will be communicated from the League.
  11. The home and away team captains are responsible for getting the match result to the League Secretary. This excludes postponed and re-arranged matches. The Score sheet must be send to the Match Registrar by no later than the Monday following the match.
  12. If a team withdraws or is suspended from the League, all points from previous matches involving that team will be withdrawn (subject to Committee approval).
  13. Ennerdale Lawley Pool Association expects each club or venue to provide a “standard” set of pool balls for competitive matches which will consist of seven stripes, seven solids (or red and yellow), one red spotted white ball, and one black ball. Tables should be covered with a green, red or blue cloth.
  14. In the event of any dispute between teams, the relevant Team Captains have the right to raise their concerns by writing a letter to Exco to intervene no later than 7 days after said dispute. Exco will then decide on neutral Team Captains to attend to such a dispute.
  15. Dress Code: Smart casual. Ladies should not wear revealing clothes, and gents should not have their pants hang down.

 POSTPONEMENTS:

A team may request a postponement of a match by giving at least 48 hours notice to the opposing Captain. Both Captains can agree to postpone the match as long as the match has not begun.

  1. Emergencies and Exceptional Circumstances are acceptable reasons for a postponement but shortage of players is not.
  2. All postponed matches must be played within one 1 week of the original date.
  3. Any match not played will go to the Committee, who will decide what plan of action to be taken.
  4. Elpa scheduled games may NOT be postponed by any team in order for them to go play other League games or Competitions that is not organized by, or sanctioned by Elpa.
  5. No team may request a postponement of a match within the last 2 weeks of the season however matches can be arranged for another day within the same week. (Score sheets must still be submitted by the Monday following the game).
  6. All arrangements agreed upon by both Captains regarding a postponement must be made known to the League Secretary as a matter of courtesy.

SUSPENSIONS: 

  1. Teams who have been suspended or who withdraw from the League or fail to pay any fine(s) will not be permitted to re-join the League for one season.
  2. Players who are suspended by the League Committee may not take part in any League event until suspension is lifted.
Members Code of Conduct

As a member of Ennerdale Lawley Pool Association (ELPA), or an affiliated club, you are required to comply with the ELPA Code of Conduct. You must meet the following requirements in regard to your conduct during any activity held or sanctioned by ELPA:

1.   Respect the rights, dignity and worth of others.
2.   Be fair, considerate and honest in all dealing with others.
3.   Be professional in, and accept responsibility for, your actions.
4.   Make a commitment to providing quality service.
5.   Be aware of, and maintain an uncompromising adhesion to, Ennerdale Lawley Pool Association’s standards, rules, regulations and policies.
6.   Operate within the rules of the sport including national and international guidelines which govern ELPA and its affiliated clubs.
7.   Do not use your involvement with ELPA or an affiliated club to promote your own beliefs, behaviours or practices where these are inconsistent with those of  ELPA or an affiliated club.
8.   Demonstrate a high degree of individual responsibility especially when dealing with persons under 18 years of age, as your words and actions are an example.
9.   Avoid unaccompanied and unobserved activities with persons under 18 years of age, wherever possible.

  1. Refrain from any form of harassment of others.
  2. Refrain from any behaviour that may bring ELPA or an affiliated club into disrepute.
  3. Provide a safe environment for the conduct of the activity.
  4. Show concern and caution towards others who may be sick or injured.
  5. Be a positive role model.
  6. Understand the repercussions if you breach, or are aware of any breaches of, this code of behaviour.

 

Coach's Code of Conduct

COACH CODE OF BEHAVIOUR

In addition to Ennerdale Lawley Pool Association’s, General Code of Behaviour, you must meet the following requirements in regard to your conduct during any activity held or sanctioned by ELPA or an affiliated club, and in your role as a coach appointed by ELPA or an affiliated club:

1.   Do not tolerate acts of aggression.
2.   Provide feedback to players and other participants in a manner sensitive to their needs. Avoid overly negative feedback.
3.   Recognise players’ rights to consult with other coaches and advisers.
4.   Treat all players fairly within the context of their sporting activities, regardless of gender, race, place of origin, athletic potential, colour, sexual orientation,  religion, political beliefs, socio-economic status and other conditions.
5.   Encourage and facilitate players’ independence and responsibility for their own behaviour, performance, decisions and actions.
6.   Involve the players in decisions that affect them.
7.   Encourage players to respect one another and to expect respect for their worth as individuals regardless of their level of play.
8.   Ensure that the tasks and/or training set are suitable for age, experience, ability, and physical and psychological conditions of the players.
9.   Ensure any physical contact with players is appropriate to the situation and necessary for the player’s skill development.

  1. Be acutely aware of the power that you as a coach develop with your players in the coaching relationship and avoid any sexual intimacy with players that  could develop as a result.
  2. Avoid situations with your players that could be construed as compromising.
  3. Actively discourage the use of performance enhancing drugs, and the use of alcohol, tobacco and illegal substances.
  4. Do not exploit any coaching relationship to further personal, political or business interests at the expense of the best interest of your players.
  5. Accept and respect the role of officials in ensuring that competitions are conducted fairly and according to established rules.
  6. Know and abide by rules, regulations and standards, and encourage players to do likewise. Accept both the letter and the spirit of the rules.
  7. Be honest and ensure that qualifications are not misrepresented.
Administrator's Code of Conduct

ADMINISTRATOR CODE OF BEHAVIOUR

In addition to Ennerdale Lawley Pool Association’s General Code of Behaviour, you must meet the following requirements in regard to your conduct during any activity held by or under the auspices ELPA or an affiliated club, and in your role as an administrator of ELPA or an affiliated club:

  1. Resolve conflicts fairly and promptly through established procedures.
  2. Maintain strict impartiality.
  3. Be aware of your legal responsibilities
Spectator Code of Conduct

SPECTATOR CODE OF BEHAVIOUR

As a spectator in any activity held by or under the auspices Ennerdale Lawley Pool Association or an affiliated club, you must meet the following requirements in regard to your conduct during any such activity or event:

  1. Respect the decisions of officials and teach young people to do the same.
  2. Never ridicule or scold a young player for making a mistake. Positive comments are motivational.
  3. Condemn the use of violence in any form, whether it is by other spectators, coaches, officials or players.
  4. Show respect for your team’s opponents. Without them there would be no game.
  5. Do not use violence, harassment or abuse in any form (that is, do not use foul language or harass players, coaches, officials or other spectators).
  6. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion.
